China's Jiangsu Province Accelerates AI Industrial Development Under Xi's Directive

China's eastern economic powerhouse, Jiangsu province, is embarking on an ambitious expansion of its artificial intelligence infrastructure and manufacturing capabilities, directly influenced by President Xi Jinping's directive to lead in technology-driven growth. As China's second-largest provincial economy, with an estimated 14 trillion yuan ($2 trillion) output in 2025, Jiangsu is pivotal to Beijing's strategy for sustaining industrial competitiveness amidst rising geopolitical tensions. The province currently boasts over 1,500 AI companies and ranks second nationally in computing capacity, with 66 large AI models and 283 algorithms officially registered. Governor Liu Xiaotao highlighted these achievements during the National People's Congress. Specific initiatives include "AI plus" transport programs, aiming for approximately 50 pilot applications to enhance infrastructure management and logistics. Yangzhou, a city within Jiangsu, is actively integrating AI into manufacturing, having established 186 smart production lines in sectors like automotive components. To foster this growth, Yangzhou is introducing incentives such as computing subsidies and AI talent programs to cultivate a robust local AI ecosystem. President Xi's emphasis on developing "new quality productive forces" underscores a national commitment, further reinforced by China's 15th five-year plan, which mentions AI over 50 times and includes a detailed "AI plus" action plan. This concerted effort signifies a strategic national push to embed AI across China's economy and society, positioning Jiangsu at the forefront of this transformative technological agenda.
